Coast Guard Family Organization, Inc., has announced Coast Guard Spouse Ms. Tracy Feldscher as the winner of the 2009 CGFO Spouse Scholarship. Ms. Feldscher is married to an active duty Coast Guardsman, and she and her family currently reside in Puerto Rico.
